Frank Daniels III, formerly executive editor of The News & Observer, Raleigh, N.C., has been appointed president and publisher of NandO.net, also located in Raleigh.

Lincoln Millstein has been named vice president of new media at The Boston Globe. Millstein had served most recently as managing editor of new media.

S. Keating Rhoads has assumed a new position as senior vice president of operations and technology at the Los Angeles Times. Rhoads had been senior vice president of operations.

David C. Scott, formerly publisher of electronic information services, has been appointed vice president, Internet for Cox Enterprises Inc., Atlanta.

John R. Truffa was named director of information services at The Tampa (Fla.) Tribune. Truffa had previously been vice president of information technology at the Chicago Sun-Times.

Howard Weaver, formerly editor of the Anchorage (Alaska) Daily News, was appointed assistant to the president for new-media strategy for McClatchy Newspapers Inc., Sacramento, Calif.

Owen Youngman was appointed director of interactive media for the Chicago Tribune. Youngman had been managing editor of features.

Bill Barnes, formerly vice president and general manager of Kansa Corp., Emporia, Kan., has been elected president of the company.

Joseph L. Blundo was named president and chief executive officer of CC1, Wilmington, Mass.

Peter Bush has assumed the position of area sales manager for ECRM, Tewksbury, Mass. Bush was responsible for overseas sales and support for Hyphen Inc.

Cheryl Davis was named manager of WinonaNet at Lee Enterprises, Davenport, Iowa. She was vice president of operations for the Wollongong Group.

John DeCarlo, formerly manager of the Mechanical Engineering Group at CC1 Inc., Wilmington, Mass., was appointed vice president of manufacturing engineering for the company.

George Ferone was named operations manager for TV listings at Chicago-based Tribune Media Services. Previously he had been administrative manager of TMS TV Listings.

Michael Glanville was appointed European marketing manager for ECRM, Tewksbury, Mass. He was formerly with Dainippon Screen Ltd. as international sales manager for distributors.

Frederick H. Hagedorn, former vice president of operations at Bell & Howell Document Management Products Co., joins Videojet Systems International Inc., Wood Dale, Ill., as vice president of manufacturing.

Peter Ickes, previously media-industry business manager with Integrated Systems Solutions Corp., was named director of information technology for Minneapolis-based Cowles Media Co.

Larry E. Justice has been named executive vice president of marketing for American Computer Innovators Inc., Amherst, Mass. Justice previously served as president and chief operating officer of Dewar Information Systems Corp.

John Kelleher has been named director of database products at Tribune Media Services in Chicago.

Arthur Kliman was appointed product manager at Indigo America, Woburn, Mass. He had been technology engineer, national accounts for the company.

Bill Mahlock was named national accounts manager for Gannett Media Technologies International in Cincinnati. He had been vice president of operations for Publicitas Advertising Services.

Michael L. McLaughlin, formerly district sales manager at Autologic Inc., has been appointed vice president of sales for American Computer Innovators Inc., Amherst, Mass.

Russ Pagana, who served as field sales representative for Pitman Co., located in Totowa, N.J., was appointed to national account executive for the Northeast.

Neil T. Phillips has been named account executive for Madison Sales Co., Stamford, Conn.

Kenneth M. Sepos was appointed product marketing manager, output devices at Screen (USA), Rolling Meadows, Ill.

Shigeki Shimizu has been named executive vice president for Western Lithotech, St. Louis.

H. Kent Smith has assumed the position of vice president and manager of business development for the Pitman Co.

Craig Tanner was named senior vice president, advanced technologies for TELE-TV Systems, New York.

Nicole Toffier, formerly with Atex France as a technical manager for application and sales support, has been named area sales manager for ECRM, Tewksbury, Mass.

Michael J. Tucker was named product marketing manager for Gannett Media Technologies International.

Gerald E. Waddell has been appointed chairman of the board and chief executive officer of Kansa Corp., Emporia, Kan.

Richard A. Way was named product marketing manager at Screen (USA), Rolling Meadows, Ill.

Wendy Lechner becomes legislative director for Printing Industries of America, Alexandria, Va. Lechner had been a small-business advocate for the National Federation of Independent Business.

Robert E. Murphy, chairman of Japs-Olson Co., was elected chairman of the board for Printing Industries of America Inc.

Wendell Burns, who served as first vice chairman of the Scitex Graphic Arts Users Assn., Anaheim, Calif., was elected chairman of the board for fiscal year 1996.
